Because Salem was a narcissistic megalomaniac and had just seriously proposed annihilating the human race to replace it with their descendents. Naturally, he decided it was a bad idea to leave the kids around her. Additionally, she threw the first spell and she must have known that she was risking the girls' lives. She just hated so much and felt so entitled to have whatever she wanted, she just didn't care.

If he knew how much bitterness she had from what had been dealt upon her, he would've known to NOT try and anger her. Like the old saying, Hell hath no fury like a woman scorned. And Salem had a LOT to be scornful for.

Kinda wish we got their names, in the credits its just "Older Sister and Younger Sister" So I have taken to calling them by Winter, Autumn, Summer, Spring. Right to left since that looks like its the oldest to youngest.
