There are a few schools of thought on Undyne's hair.
One of them has her be bald except for ponytail, unless you draw the "At date" Undyne.
The other school of thought just considers that she has braided her hair or has dreadlocks or whatever and they are pulled back, so she has her hair, it's just pulled back mostly.
The other is she has okay hair on her head despite all that.
Honestly? I don't really like the first school of thought
