A good candidate... if there was more fan representation of him. In terms of popularity, these six make the top, with Colgate/Minuette and Golden Harvest/Carrot Top right behind them. Blossomforth, Cloudchaser and Flitter may qualify too, but again, I don't see much fan works of them compared to these guys.
Like the vector that inspired this one, this was representative of the level of popularity of certain background ponies, according to general fan feedback. Until there's another pegasus that's really popular, this is what I and most of the fandom find to be the mane 6 of background ponies.
But if it makes you feel any better, you may notice there's a pattern of pony race below Derpy.

I'd say you're 100% spot-on with these guys. Carrot Top and Colgate may be popular, but certainly not more than anypony in this picture. As far as background pegusi go, Raindrops (and maybe Surprise) would be less of a stretch than Thunderlane, Blossomforth, Cloudchaser, and Flitter, but there's still no comparison.
But who cares, Derpy's easily the fan favorite in terms of bg ponies, so she makes up for it.

They're the background characters that receive the most love, and unfortunately the other pegasi don't get as much attention as these guys, I find.

To be fair, the red was a wild guess. Hasbro really didn't give any reliable clue to what her eye color is. Like with Derpy's voice, the fans had to wing it and work with what was shown. In Scratch's case, there was nothing, so they went with the closest color possible.

I think if we wanted to keep it all girls like the real mane 6, the Doctor could be swapped with Carrot Top/Golden Harvest. Not that I'm complaining, this is great and Derpy is my favorite.
