do you mean like my avatar and this stamp etc? It's called Pixel Art
Pixelling can be done in most basic paint programs. I use photoshop, but gimp or even just MSPaint is fine for this. You use the 'Pencil' tool set to 1px and draw things literally pixel by pixel.
There's also something called 'Dolling' that I do that involves pixelling on a somewhat larger scale sometimes, but it's a bit easier for beginners maybe (its where i started with pixelling) as it only requires you to pixel the clothing, hair, makeup etc on to a premade/predrawn base
There are lots of dolling and pixelling tutorials on DA if you look around! ^^ There are also dolling and pixel forums online with ppl willing to help try and show you how to improve your work if you're willing to listen and study :3
