The grandmother of Gwen is such an alien. And Gwen could choose to transform herself into this form.

The name of the species is Anodite. Basically they're beings made entirely of energy. They can literally create things out of thin air. Or they can use that energy (or what they call "Mana") as an attack (like beams, or bolts of energy, or even something like buzz saws made of mana) or as a defense (like a force field).
It usually takes about 75 years to master their full powers, and after that they can pretty much look like this (at least the females can anyway (since they haven't shown any male Anodites on the show)) for the rest of their lives.
Some even take on the appearance of other species by making a 'skin' to walk around in that they can take off whenever they want. They can even mate with other species, like humans, to create more Anodites ... though their Anodite traits might not surface for a number of years.

if you want good episode for gwen in anodite form, the episode (Unearthed) , and (War of the Worlds part 2) in alien force, in ultimate alien episodes(Hit'em where they live) and (Girl trouble,though its gwen's cousin Sunny in anodite form but they same shape as each other)
