This really stood out and grabbed my attention so I figure I would write a crit for you.
First off the things I like/think are good. Your lines are really nice and smooth. they are also quite thin, the thick outlines around the eyes and mouth are a nice detail.They make the features pop and don't take away to much attention from the image as a whole.
The colours are nice and bright. I love neon colour schemes.
As for things to work on. I know cell shading is meant to be simple and it can be really effective. I do think you did really well with it. That said the shading/detail of the eye is really pretty.
I think its a shame the rest of the image isn't to the same style. Even making the metal in the image as reflective would add to it. A little more texture, shadows and highlights would make this even better.
