The other comments didn't say it, but Charlie Brown looks - progeria afflicted.
Progeria, a lethal mutation causing rapid and accelerated aging. Victims seldom get to the age of 20, due to symptons of advanced age that normally do not appear until the 60's or 70's. Intelligence is unaffected.
(one picture I have of a victim shows her wearing an awful hat !)
