is there a way to keep both papyrus and sans alive without having to kill them in the game? because from what i have seen you have to kill one of them or both of them....

Yes, but only in the pacifist run where you treat everyone kindly and don't ever attack. Even if you attack everything else and spare Papyrus then Sans will judge you and attack based on you hurting others so the only way to get the happy happy ending is to be kind.

Not in pacifist no. If you never attack and only pick the right acts then you don't kill anyone and get the happy ending.
