I worked this up while applying for a freelance assignment. The contractor was producing a video game with characters based on the western zodiac, and I suggested that Libra's best-suited occupation would be as a courtroom judge.

This was drawn in PS 7.0, exclusively with Photoshop's shape tools. Blending effects were used on the eyes, while all other elements exist as seperate shape layers. This took a few hours to compose, and unfortunately another artist (admittedly a very talented one) beat me to the punch, in the meantime.

BTW - I have Illustrator, but I don't use it very often. I'm so comfortable with the PS shape tools, I tend to use them instead. It seems like I'm the only one in the world who does this. I wonder if it's a unique quirk of mine.
