The idea of Rainbow Dash being a cat is pretty adorable and intriguing! Keeping her wings and having her perched on a cloud allows Rainbow's personality to shine through her catlike appearance. Overall, the colors are very vivid and you can clearly tell the character and the species. Her wings are a bit large, but nicely drawn otherwise. I really like her large paws, especially the front ones. I would make her back paws a bit more realistic, like a real cat's joints and leg structure. I'm not sure what type of expression you were trying to give her, but Rainbow seems angry and in an overall bad mood? I would give her a more defining expression. The whiskers and fluff make her appear more realistic, and I would even add more fluff to her. The way you changed her eyes to be more like a kitty's is awesome and well done. I know you used vectors, but I don't know much about them. ^^' But, overall your idea is original and super cute! :3 I would just work on making Rainbow more catlike.
