1. Right-click the folder you want to change
2. Click 'Properties'
3. Click the 'Customize' tab at the top.
4. Click 'Change Icon' at the bottom.
5. Click 'Browse...' at the top.
6. Locate and select your file.
7. Click 'Ok' multiple times.
8. Complain to Microsoft for making it such a fucking hassle.
