well, this made some fans mad because Mew was the origin of all pokemon. so pokedorks are duking it out over who came first.

Arceus god of all Pokemon
creats Space, Time, and Distortion (Palkia, Dialga, Giratina)
creats every human Emotion (Uxie, Mesprit, Azelf)
then creats teh PokeJesus (Mew)
and Mew creats the rest of the Pokemon
...

about the actual question, my theory is after making palkia, dialga, and mesprit, azelf, uxie, mew was made to make the rest of the legendaries, because arceus got laaaazy.

Out Of This Chaos Came And Egg, And What Came Rise From This Egg Was The Original One (Arceus).
From Himself The Orginal One Made 3 Beings.
Time Started To Flow, Space Started To Expland, And Worlds Were Connected.
From Himself, He Made 3 Other Beings.
Emotion, Spirit, And Wisedom Came To Be. And Then Finally, The Original One Made A Life In Which All Other Life Would Emerge (Mew).
From This Pokemon, Others Would Be Born.
The Original One Then Took An Unyeilding Sleep...
