The object in the center of the Arc de Triumph is a giant flag in commemoration of All Saint's Day, November 1st.2 second exposure from a lamppost.

The way you capture the lights so brilliantly is remarkable. I've been to the Arc de Triumph but unfortunately, I wasn't into photography at that point of time.
