Photoshop 7 - about 5 hours.
Anyone who compared this to the gorillaz video will get a serious mud pie in their face.

Whoa... just... wow.
I have to say, at first, I just thought of this as a regular piece, and looked at it only to humor myself, and when I looked at it carefully, I loved it. The background and lighthouse are great, but what I loved was the clouds. And what the girl was holding in her hands. If you look carefully, the black winged dot changes color and eventually turns into the clouds. Cool thought, and that little detail makes it miles above the usuall piece.
Very good, and I have to wonder about every single thing in the picture.
How is the lighthouse floating?
Is the lighthouse floating?
What are the winged dots?
Is the girl creating the dots, or just holding them?
Can she do anything else, and does she have some magical power over the dots/clouds?
Just don't answer the questions... I'm having fun trying to answer them myself... just... wow.

*whistles* Wow, I don't understand how you managed to whip this up in 5 hours o_o; Again, you have such a striking use of colour - the bright yellow just shines through everything =3 I love the details on her dress, especially that lace-type-stuff *pokes it* Very nicely thrown together. The CG on the hair, eyes, and clouds is especially good. Keep it up! ;3 *
