Phosphorus would glow only after exposed to light for a certain period of time. If you use phosphorus, be careful, as the raw chemicals are quite toxic. Radium is unlikely, as it is hard to come by and... well .. radioactive. Radium compounds would glow day and night for years. The radiation would be pretty low, but a geiger counter should still pick it up. Chemiluminescence would glow nicely, but deplete over a short period of time.
Back on topic: These look lovely, do you make all of the components yourself? Like the silver ornaments and the little glass bottles? If so, you have some skill.

All you need is the crushed glow in the dark glass (that you can buy 1/4 pound on Etsy for 40.00$), some kind of glue (like a hot glue gun or modeling glue to keep the quark in the bottle), small bottles with quarks and those hoop thing with skews and the end (to make them a pendant).
It's rather simple actually... :U
