ah now I know what the problem is. The file is supposed to be empty. Although it is .ai it is actually a swatch file. open it in illustrator and you will see the swatches in you colour/pattern palette. I would recommend to place the file in your Illustrator/Presets/Swatches folder and locate it from within the AI swatch menu.

I've just downloaded the zip archive myself and everything is working fine. are you sure you click the download button rather than saving the preview image?
