He convinces Rapierzel that his power is the true danger to the world,
taking advantage of his selfless nature to make him stay a captive, willingly.

Admittedly, Rapierzel himself does not know the full extent or
magnitude of the power in his hair.
The self-doubt about controlling this mysterious power has deterred him
from trying to escape from the Tower.
