I wish I could say that this boy is the last leader/NPC, but there's still one more to do.And he'll be able to answer your questions about those evolving breezies.....

Bio: Tuls has spent his entire life dealing with voices, visions, and everyone mistaking his gender.
The last thing is something that, even if it is common, still bothers him. Though it's gotten to a point where he gets a form of enjoyment from seeing ponies panic/apologize when they realize he's a guy. It's kind of turned into something that he's accepted, to a point.
As for the former two it's not really something he can help. This is part of the territory when you're born to be the next scryer. From a young age he's had to deal with spirits talking to him and odd dreams telling him a supposed future.
Even though he's fresh out of his training and a recognized scryer he still has issues remembering that other people can't see/hear the nature spirits around him. Others often see him muttering to himself or straight up yelling at thin air.
Many who don't know he's the new scryer just think he's bonkers, and even some of those who do know.
Thanks to this widespread doubt of his sanity he tends to be rather anti-social unless on the job. He freaks out easy when ponies are overly friendly to him without reason and lacks a lot of tact in his words. He can often say the worst possible thing during conversation without even realizing what he's done.
-Unlike most skimmers with dragon type scales, Star's are oddly uniform and in a specific pattern.
The Scryer's Lore and Role: Scryers have always been a part of skimmer culture. From the days of King Haze and his scryer, Lemuria, to present times. Though the use of a scryer is becoming less and less required.
No matter the time there is always at least one scryer. And there's only ever more than one when the current scryer is close to their end. Tests are administered to young Skimmers and when one is found with the trait they are brought into tutelage until the teacher passes. Then the apprentice takes over the role.
A scryer's abilities are useful, but limited.
They are able to see into the future, though they can only see a clear future if a decision is already made. Of course, if you make a decision, see the result, and change your mind then the future will change. But they can only see one future at a time.
If no decision has been made then they can still decipher some key events, things that are present in multiple futures, but it becomes hazier as more possibilities are added.
Back in the days of Skimmer monarchy a scryer was heavily used to foresee events in the future and avoid danger. It's also said that in the tale of the Mad King the Skimmers received word from their scryer that there was no hope of winning, and that's what caused them to not join in the war. This earned them their title of 'coward' throughout the grotto, but this also means that the monarch of the time had already decided not to join in the war.
The other ability that scryers carry is the ability to commune with nature spirits and sometimes spirits of the dead. This is the main reason they are the ones to lead the ritual at the Lake of spirits. This does also mean that other breezies will seek out the scryer to see if they can speak to their deceased loved ones.
But as mentioned earlier, the scryer is becoming less popular. The Skimmers are in an age of change. There are Skimmers who still believe in their spiritual roots and follow the old ways almost religiously, but in the more recent days there's been a rise in those who are in favor of not-so-spiritual means. i.e. Inventing and Science. Most Skimmers pick a side, though there are those who want to make both sides work together.

Council members on the science side: Noodle, Skitters, Raindancer, Glacia, Benthis*
*Benthis, while being raised to believe in the spiritual side and still practices a lot of the rituals, is also all about this newfangled tech and how it can help her out.
Skitters and Raindancer are products of their generation. They have scientific parents and therefore were raised that way.

Oh my.. either he think of Star yelling at him, ending up just staring at him in a pretty darn shocked way.. or he'd be oh so willing to 'comfort' him afterwards *chuckles*
