In my personal theory they are born fluffy, then shed the baby-fluff which gets replaced by regular darker colored fluff. Then the fluff either gradually falls out (usually while he still grows) or remains.
He could have a single layered coat. Parts of feet, hands, tail, area around mouth remain hairless. Smaller ones are more likely to keep the coat (because of body size/temperature) than the bigger ones.
