"I wish that I would never have to tell anyone they would die of their disease again...."
Eugene had wished that he would 'never have to tell anyone they would die of their disease' again... which was a horribly worded way to wish for what he WANTED to wish for: which was to be able to cure any illness. So, his wish backfired terribly: he can only lie now. Everything that can be answered with a lie he must lie to, and if he must answer it he has to say it instead of being quiet. While he tries his best to show that he's lying through body motion, it hasn't helped him much.
Personality: Eugene likes to do what he can to help others, and enjoys a small amount of company versus big crowds. He tries to keep himself as happy as he can, though in recent years it's become progressively harder and harder for him. He is collected, even headed and eager to please, though sometimes he can be a bit timid. He feels horrendously guilty for his constant lying, but he is determined to do his best to make up for all the fibs and lies he says by... well, whatever else he can do. He's a kind hearted soul who simply wished to do good.
History: Eugene was born in a family that was fairly well off. Not terribly wealthy, but money wasn't something they particularly worried about. His mother was a Girafarig while his father was a Smeargle, his mother staying at home to care for Eugene and his older two brothers and younger sister while his father was a established lawyer. His two brothers where twins, older then him by a year and a half, while his sister was younger then him by two years. The family had close bonds, and spent as much time together as they could. Eugene's father was strict, but not overbearing to his children. He would take the family out on picnics when he had the time, and he spent most of his evenings in the living room by the fire with the rest of the family, and would tell the children stories before they went to bed. His mother was a quiet woman, and did what she could to make sure the household was happy and in one piece. Eugene was fond of his older brothers, and they where fond of him. The three boys spent most of their time outdoors playing in the street, or in the park. They where adventurous, though none of them ever had the guts to do anything too mischievous or risky. They loved to act as if they where in stories their father had told them, which was easier for Eugene's older brothers then it was for him. Eugene's imagination wasn't the greatest, but the boy tried his hardest to join in. When Eugene was 7 one of his older brothers fell violently ill* and spent a decent amount of time in bed. Their whole family worried, and a doctor was called to try to cure him. Eugene was terrified that he might lose his brother, and spent as much time around the doctor and his brother that he could in hopes that something would be done and his brother would be well enough to get back up again soon. Sure enough, his brother eventually came out of it, and Eugene would never be more thankful in his life then to the doctor that saved his brother's life.
It was after that that Eugene decided that he wanted to become a doctor when he grew up. To save someone's life like that.. What could be better? His father was somewhat surprised, but supportive of his young endeavors (though his father figured he would grow out of it at some point.. only, he didn't). Throughout his schooling Eugene did everything in his power that would help him further his goals of becoming a doctor. At last, with help from his family, Eugene went to college to become a doctor. He was a hard worker during his college years, though he tried to keep at least a small circle of friends during his stay. He was not one for crowds, and spent most of his time in small study groups or kept up in his room reading and working on papers. He wanted nothing more then to be able to help others like the doctor that had saved his brother had. To him, as he got older, he felt like nothing was more admirable then to help and save others and to see them smile.
At last the day would come when Eugene's dream would finally come true. He settled back down in his home city as a family doctor, going to homes when he was needed to offer his assistance. Eugene was happy, for the most part. But soon enough, he came to fully realize how deteriorating it could become. He knew that not everything was curable, and that people died and didn't always make it. But Eugene was headstrong and blissfully set that everything would be alright... which was not always the case. Soon, Eugene became more and more distressed as cases would come up where nothing could be done, he would fail to save someone, and he slowly fell into depression. It became the worst thing for him to have to tell families that there was nothing that could be done to save the life of their child, brother, mother, friend. To tell them that they where going to die was a nightmare to him.
It was after a particularly bad outbreak of fevers that the circus came to his town. Distressed and saddened by the damage left by the illness he had no power over, Eugene went in hopes that maybe it would be enough to simply raise his spirits if only for a moment. And that was where he mis-worded his wish to never have to tell anyone they where going to die from a disease like that again... instead of wishing to become better at his medical skills or something more useful. Ever since, Eugene has been bound to the circus, unable to tell the truth. Because of that, he wasn't even able to do his doctoring anymore as he couldn't even truthfully tell them what they had. Have a terrible disease? No, you are not going to die... though you were. Just a paper cut? Yes, you are going to die. It's terrible. And so, Eugene found himself running the Ferris Wheel and trying to talk and answer as little as he could. He knew the best he could to was try to be happy, because there was no getting out...
Likes: Salad, reading, writing, listening to stories, fluffy sweaters, pie, cherries, apples, small company and small talk, listening to the radio.
Dislikes: Meat, fish, seeing others suffering or in sorrow, watermelons, certain textures of cloth (particularly, burlap), sharp, loud noises or low tones.
Notes:
-Eugene is 6'05" at the top of his head, with another 5 inches of horns. He is about 5'09" at the shoulders
-He is bisexual, though certainly not openly.
-He is a vegetarian
*(Okay so I tried to find his brother a particular disease but after spending a hour looking for curable illnesses in the 1850's with definite answers I just. Could not get any clear facts ftftfft so that will go unnamed for now OTL)

Okay so there's no real problem I see with his character. He seems believable, and human... well... anthro... human... pokemon thing. The point is not stuish at all. I love his back fired wish, and I think the twisting of his words was well thought out and fitting. All that and he actually has a reason to be at the circus aside from the contract and whatnot. The only thing I might see as being troublesome is in rp remembering the lying thing, or what to say in more complex situations. Though I'm assuming he really only lies when asked something directly and in question form so it probably would affect normal conversation. Plus I'm sure you thought of that already as you were making him.
Really very good job, I like him a lot
