According to security nobody else saw them when they first arrived. The folllowing was his final report before he ran for the hills screaming madness.

The first was the brown bear teasing me and thanking us for somehow releasing them. As she approached a burned and seemingly on fire bunny appeared out of the fog saying the return of The Nightmares was nigh and that running would not save anyone from them. The last and largest was a true Nightmare, they simply grinned and walked towards the outpost causing a massive earthquake to the surrounding area. Nobody else saw or heard them, but the earth shaking was felt by everyone.

From what we can tell they only appear to whoever they want to, anyone they don't want seeing them doesn't see anything. For size-shifting the more terror they put into someone the larger they seem to get. If you see them it's already too late RUN.
