I've always thought that someone had to be running the organization while the three founders were busy undercover so it's entirely possible that original High command is canon. Being competent and stingy enough in order to impress Scrooge must have taken a lot of time and effort. Given some of the schemes they ordered in the Darkwing cartoon and comics it's also possible that they may have wanted their enemies to see the organization's leadership as insane or bizarre so they would be underestimated. I mean one scheme had them suck out all the air from a city for crying out loud! That would only make sense if they put the thing under a dome or something.
