We now live in a municipal and civic world where cutbacks and reductions in public expense are the rule. We still spend on public buildings because there is an entire tier of business that relies on it from bankers, through to contraction contractors and workers and through to municipal unions interested in filling the structure with employees of some sort. In this system stand four bronze horses that exist outside of the plan but that contribute perhaps the only value to the vox populi - - that and the sky.
