No, it's quite a different style. Lucky Star's style squares the eyes off more at the top, and her head would be rounder.

i dunno, those are just small details, overall, its quite similar. I just checked and for both lucky star and K-On characters in the anime were were created from the same person, Yukiko Horiguchi. She created the character designs for the characters in both of the anime. And besides, the eyes thing wth lucky star, its because the drawing in the anime is more of a chibi like style (not completely)
