Alot of people have asked me How to I make the Monster High Pages? Heres a Tutorial How? This is my first Tutorial Hope it helps you guys and you can understand it!
A few Things you should Know:
The Blank Base (Edited)--->[link]
The Font used is called Monga [link] <---- Download Here!
Make sure you have a reasonable knowlege of Paint and what tools do what and how it works, It will make the tutorial way easier.
Make sure you link back so I can see it

how do you do the transcendent background? on step 8?

You first have to make sure the backgrounds white and the second colour is white and then select Transparent.

Yip, You may have to use the magic wand tool to take out the backgrounds and things but it should, if you know what your doing.

i wanna make a character but i have no base i want someone who has a pale kinda tone a skin but not Pink. i cant find any bases

You can recolour bases.
