Yes, that's his title. Casso is a bird-dragon-like demon that has total control over weather itself. He has caused many storms, and has sadistically left horrible destruction in his wake. Pettiness and spite made his cause horrible storms. He can also negate any mental abilities through his powerful Sonic Shriek, which ruptures blood vessels. He can manipulate the weather to where he can create a giant body made of storm around him, showing off his powers pushing their limit. The reason he's called The Annoying is because he only communicates with eagle-like noises mixed with thunder (which the Servants and John apparently understand), which annoys his comrades greatly. Eagle sounds mixed with thunder sounds really cool, though, right? He's one of the dumber Servants, but even then he has human intelligence. He is currently one of the Servants of John, and undeniably one of the most deadly.
