Hi,
I am wondering if this is a composite of 2 shots.
Looking at the water it seems that it is a very long exposure, but clouds on the sky look still.
The rocks are very bright. Did you also dodge it in PS?

no, this is a single exposure onto velvia film. the film was scanned and this is straight out of the scanner (just reduced and sharpened for web presentation). i used a GND to balance the exposure. the clouds in the distance were not moving while those to the right were moving pretty slowly. thanks.
