Celestia is totally bluffing, and I'm calling her on it.
She's not going to START with Fluttershy, Fluttershy is the end game. What else could you hurt after her that Discord would care about? Nothing. That's the only card Tia has, and she's going to throw it out on the table on the first play.

Yes, the white dialogue is Celestia's, and the grey dialogue is Discord's. When she said "I'll start with Fluttershy" it's continuing from when she said "I will destroy everything you love".
