Suicune is definitely not a cat, more like a wolf. Raikou is a cat though.

Suicune is based off the cheetah. It has spots, and its pokedex entry suggests that it runs a lot/fast.
Entei has a leonine body type, and Raikou is... well it's obvious that it's based off the saber toothed tiger.

I suppose you're somewhat correct, but Entei does have some Dog-like characteristics, and Suicune has some wolf-like physical characteristics as well.
Anyway though, this is Pokemon, comparing them to animals is like comparing brick-colored paper to an actual brick.

Also, I have a headcanon that they were transformed from the original Eeveelutions by Ho-Oh.

Hmm... a rather clever idea.
While your talent has obviously improved since drawing the originals, I think I prefer the older design.Β The bird half in these new ones is just a bit too under-pronounced, making them look less like fusions and more like just generically avian variations of the beast trio.
