I would LOVE to see Touma playable in J Stars but sadly he has zero chances of being in because he's not from Jump.
Hell, he even got shafted in another upcoming crossover fighting game Dengeki Bunko Fighting Climax (he's only support while Misaka is playable, I guess he's too OP 
Zenkichi is possible if they add someone else from Medaka Box (seeing how Kumagawa is only support, dammit)
As for Saitama, it depends. If they add characters from ALL the Jump publications, he has a chance. If it's ONLY Shonen Jump, then sadly, no. But imagine him beeing playable: one punch, you're done!

Well most of the characters would be Boros/Garou level endurance, and it's not like he CAN'T hold back when he wants to (he mostly just doesn't bother vs monsters, but never seems to kill humans). He'd use his playing around punches or break out some of his sillier attacks, with his finishers being stuff from the serious series.
