I had someone else ask me that same question and honestly I dunno. Toy cars don't run on gas, therefore they don't pollute. However they are made of harmful plastics that don't biodegrade so...I dunno. 
Bottom line is, probably not. A toy car is just a toy, and should bring joy to some child somewhere. Sure, it promotes car culture, which is something I despise! But children don't drive so, whatever. If playing with little toy cars makes them happy, then so be it! They can always donate the toys to other children when they grow up.
