As part of the design of the 62 high speed engine, the locomotive is intended to have highly standardised parts. This class utilises the entire boiler and cylinder design of the 62 class, with only different parts bellow the runningboards. This class is designed for operation on the south coast and as a freight locomotive, utilising an additional driving axle to reduce the axle load.
