Really, though, how do you manage this level of animation quality with a gif? I've attempted a couple gifs using GIMP, but (partly since I have no way that I know of of actually, like, previewing them or anything) they always seem to come out cruddy...

I used Photoshop CS5 hahahahah... but this is only because it was the most convenient program for me, I don't think it's really built for animating. A lot of people suggest Flash or Toonboom as good animating programs!
