Icarus and Phenie are connected to each other in multiple ways.( Physical and emotional and mental) since Phenomenon is Icarus' creator she can block him out anytime she wants and still be able to sense what he is doing or thinking.This can be annoying to Icarus sometimes but he knows that Phenie will get bored and want to let him back in. So the two continuously play mind games to Icarus' delight.
