Noa's greatest fear? Might not actually be this... I think something like being gutted by a shark, impaled by an errant harpoon... beached and unable to get back to the water.... But those dangers are very unlikely in day to day life in the underwater city of Aquatica.
Something far more imminent is rejection by someone that you've let into your heart potentially against your better judgement. To make yourself reliant on someone in strange waters... Just because someone is friendly doesn't make them good.

This is a positively painful scene. Noa looks so small, so scared, so hurt - her arms wrapped around her tightly, her tail curled up against her, her expression small and the light fleeing from her big green eyes... Even her flowing hair stays close to her face (I think it looks beautiful, btw!) - her heart is breaking, and it's visible.
The white-haired mermaid definitely looks beautiful, beautiful and cold. Pale, with long flowing hair and cool eyes, with delicate, ice-like jewelry. She looks like someone from high stature, who is used to being entertained - someone who is on an entirely different level from Noa. Who is she, and who is she to Noa? I cannot help but wonder about this exchange~!
Lovely shading, too - I really like your sue of colors in this, too - and the differences between the icy mermaid and Noa's warmer color scheme couldn't be more different!
