All this is tied to his brotherly feelings for Xion and his friendship with her and Axel as Kairi's Wayfinder which Sora (Roxas' Heart) passed onto Naminé who passed it onto Riku who passed it to Xion before she returned to the organization who then passed it on to Roxas before she left resonated with Roxas' feelings and became Oathkeeper allowing him despite being at less power to push through and defeat Saïx

Note - When he found the Wayfinder he immediately knows it's Kairi's good luck charm remembering that she was making this exact thing a day before Destiny Islands fell to darkness.
