This is Fluke from Undertale!13, and as his name implies, he has terrible luck.

IMPOSSIBLY bad luck at that.

He could be walking with nothing above him, on a steady and straight road, and out of nowhere a flower pot could fall down on his head. He could fall into a ditch when there wasn't a ditch anywhere around him a second ago. He could trip over a tiny pebble and suddenly go falling down a hill causing an avalanche of some kind. All three of these things can happen at the same time even.

Yet, despite it all, Fluke keeps a positive attitude and bright, sunny smile. He could trip on a pebble, rolling down a hill that for sure wasn't there before, hit another pebble that sends him flying into the air despite that being physically impossible, and then land in front of someone and then think 'Oh, how lucky! I get to meet someone new!' or something. No matter what, he tries to think positive about his impossibly bad luck and how others treat him.

Fluke is also bullied and pretty much ignored by many others from other AU's - mainly the Sanses and those who take the place of the Sans in their AU. The main reason is because they see his AU as a anomaly. Not only because of how he acts and his bad luck (which they think is contagious at best) but because of how different it is. His father, the Gaster of his AU, is still very much alive and not scattered across time and space. His younger brother, Papyrus, actually was born a stillborn. Meaning that there is no Papyrus in his AU, not alive anyway and was never there when the human fell. Many other things like these add into the idea of the AU being a big anomaly, making many weary. Even a lot from in his own AU are weary and scared to be around him because of his bad luck.

Needless to say, Beam worries about him along with his father for many reasons.

After his partial order, his clothes show many 'good luck' symbols and colors. Or at least ones that are seen as good luck in different cultures. Like ladybugs, four leaf clovers, the number 7, etc. Of course, this doesn't help his bad luck. His bad luck, however, is bad luck to himself, not necessarily bad luck for others.
