He is Vibhishana, he is one of the 2 younger brothers of Ravana, even if he is Ravana's brother he choose the side of Righteousness and Joined Lord Rama's side in Ramayana, after Lord Rama defeated Ravana, He made Vibhishana the king of Lanka, and the boon of immortality so that Vibhishana can rule and take care of Lanka, he is alive in today's Kaliyuga also and he will help Kalki. he is one of the greatest Devotee of Lord Rama.
Vibhishana belongs to the Rakshasa Race (Rakshasas are opposite brothers of Yakshas, Rakshasa are similar to Dark-Elves(demons) and Yakshas are similar to Elves) Rakshasa have various powers like magic manipulation and control, shapeshifting, mantra, transformation, Astra🏹, etc. but Vibhishana uses his powers for good.
