Thanks, I tried to give the effect more like the water I could. It was a little difficult, since the image would have to be shaky, and with a blue color (but very clear, veryyyyyy clear)

I did in Photoshop.
First I swapped the position of the image, then I used the ripple effect (but little used), then i blur, and finally put a blue layer on top (the opacity was more or less at 10%)

the water effect is nice. Though I think you should have blurred the image itself more. as in, break some lines or something. it's too clear. But I really like it. I love the costume

This line break was not caused only by the blur, I also deform the image a little, to have the appearance of small ripples, I also put a layer blue on top, these three factors contributed to the loss of lines.
