Hmm...where to start...
First of all, I like the back of it, the design gives me a "Nobleman" or an older England shirt vibe to it.
Second, the front of it gives me a more of a female royal dress vibe and looks rather nice.
Third...the shoes, 'fishnets', and mini skirt give it a modern time clash. Mixing it in with a rather 'older' type of fashion...the way you did it looks wonderful!
Last, I just love it! Modern and a little of past mix looks great!

It looks like it'd be uncomfortable to bend one's arms, although I guess that depends on the type of fabric used. I love it, though, and would definitely wear it.
