It will be handy for lugging around huge backpacks when we all become nomadic once more, travelling from silo to silo. Also for the weilding of massive clubs to keep off the predators. And for nestling the butts of rifles into.
There are many uses for big shoulders!

If you look at how the string wraps around the character's torso, it can give you a clear idea of the gender. Despite chest size girls usually have an hour glass figure and the width of the upper torso is usually parallel to the width of her waist.
If you follow the shadow of the character's shirt, it gives you that hourglass figure that makes it very effeminate and undoubtably a girl, but since that string does not crease the fabric any further than that the torso is much broader than the shadow implies.
Lastly, the definition with the character's chest itself. Those are clearly pectorals since a small breasted female would have softer contours and the fabric most definitely would not be caught like that.
That's the best analysis I can give, but this character is most definitely male.

althought traditionally at least *some* boobage is present in drawings... to give you clues/appeal to the men...
very delicately proportioned guy if it is a guy. would be a convincing either I recon. Kind of large hands and feet could suggest a male?
