From what I read in the game, even though Omen is a fusion of Jubileus and Sheba, she's also apparently a completely separate entity and that the witches and sages knew about her. I'm not sure how that works, but I wouldn't mind some more god (preferably some unknown ones) interfering in the three-qeul (hopefully).
