No no no no no. This is a non-canon comic where Damian hugs Dick for no apparent reason. Because Dick can find no rational explanation for this sudden hug, and because people often become OOC when on painkillers, he comes to the conclusion (though he is mistaken) that Damian is on painkillers.

When people are on medication (like certain painkillers I believe), sometimes they can be a bit overly emotional (which is what Dick is thinking is the probable reason for Damian's sudden outburst of affection).
