This is a good pixelart (above the quality of some emotes that I've seen get DD's), but there are many, many ways this could be improved.
For example, have you tried adding traces of different hues into the shading or highlights? It looks as if all you did was shade down a single hue. Also, try and put some more contrast into the hues and taking away some of the unneeded buffer colors, because otherwise there is no need for there to be so many colors. In fact, right now there are so many colors with so little contrast inbetween that it almost looks like a grainy JPG!
Looking closer at this, I can see that particularly in the edges of the mouth, you've unknowingly done something called banding, which basically makes it look like the pixels are wider and takes away the smoothness. What happened is you've allowed the shading to line up perfectly with the outlines, making it look blocky. This is easily fixable however, just by adding or taking away a couple pixels.
One last thing--have you tried using anti-aliasing? It's a simple technique, but it does a lot to improve your work, and there are tons of tutorials for it across the internet. Emotes are round, and anti-aliasing allows you to make the lines look smoother, so there's really no reason not to learn it, especially if you want to make more emotes.
Remember, I'm not saying this pixelart is bad, I'm just telling you how you can further increase the quality of your work. I'm not trying to bash, so I apologize in advance if that's how you see this comment.
