He's only the face of the circus, he's not in charge at all, he only does what he's told and is kept safely away from the rest of the circus, though there are times where he has interacted with the performers. His main job is the announcer, telling the crowds what act is next and stuff like that, can also be seen hyping the circus from the outside to get people in the seats.
