Tails x Cosmo. No contest there
Tails x Zooey is a rushed piece of garbage that only lasted one epsiode and Zooey herself is a boring, bland Mary sue who has nothing intersting about her and only exists to be shipped with Tails. Not to mention she is an Amy recolour who is the same species as Tails
Cosmo at least had a more much intresting personality and didn't exsists just to be shipped with Tails. She was sweet and kind who wanted to make sure that no one suffered the same fate her planet did. Also she was way more developed then Zooey ever will be.

I can respect the writing quality of their shows being the deciding factor in your decision, but the best way to write either of these ships involves introducing the characters to a different continuity than their native one and then developing things from scratch (because Cosmo died and all of Sonic Boom is as poorly written as you're claiming Zooey was)

Actually, the fact that Cosmo is dead only is in 4Kids dub. In the Japanese version, Sonic and Shadow used a movement called Chaos Regeneration that left her turned into a seed.

Sonic X is a different continuity anyway, so rectifying that is as simple as introducing a counterpart in the games canon. Hell and a half, have her pull a Sticks and show up to the Olympics, because why not?
