Come on, Fluttershy. I have said it many times. Although I had left sufficient supply for the city, if Sombra doesn't use them, the citizens would suffer.
In other words, we need to keep pushing Sombra to work, so the crystal ponies could still live happily.
But maybe just a little...

Wow, this is the first time I ever made a comic with so many words. Well, it's always good to try something new. Hope you don't feel tired reading this.
Don't worry, its sequel won't contain so many words.By the way, I tend to make the dialogue in the comic more political. However, I have little knowledge regarding how to properly use those political terms. So if anyone find anything inappropriate or sentences that improperly used. Please feel free to correct me.

You're right. That is quite a plot hole there.
However, you just made me think of some background story which may account for this. Maybe before Sombra's reviving, Discord devastatingly damage the whole city's construction, resulting in many homeless families. Since to rebuild crystal-made house cost too much resources and takes too much time, they start to use flammable material for building temporary shelters. The houses may not as strong as the old ones, but they are much lighter, cheaper, and easier for construction. Furthermore, many families found these houses quite acceptable or even comfortable. Therefore, a large quantity of flammable houses were build, increasing the risk of city fire.
Or a much easier explanation. Discord was there, so there was nothing impossible.

Now this is spectacularly mean-spirited. An entire city suffers from isolation and is on the brink of starvation to teach on already dead villain a lesson.

Even though Discord did leave basic supplies, people of the city would still suffer to a certain degree. Fortunately, under Fluttershy's supervision, the supplies Discord left are sufficient for the entire city if Sombra used these resources wisely. However, this gives Discord a "righteous reason" to keep pushing Sombra to work.
Sombra, on the other hand, will also have to respond as much people's needs as possible to avoid commotion. In panel 5, I implied that the city's security are actually not loyal to Sombra. So if there was a rebellion, Sombra is likely to be overthrown, and by being overthrown I mean being killed, which was implied by the red dragger in Discord's letter.
All in all, Discord have made the situation that everyone would agree that Sombra needs to work very hard.

The only question is then why the people should even bother to let Sombra take care of all these government work if we never have really seen him doing much organisation at all.
Then again maybe he actually had to work really hard back then to control the entire Crystal Empire and we only saw the "enslave everybody" part of his government.

Well, you see. Every time the secretary appears, she would brings up more works and demands from the ministers and the public. In other word, the more frequently she appears, the more works Sombra must take. So I believe in this situation, Sombra actually would afraid of seeing her.
