Nooooooooooo, Harada made her mask shorter to show the scar on her face apparently made by yoshimitsu but this story isnt official. So no its not blood its the scar covered by the mask

It's just the coloring. If you look at Kunimitsu's CGI, you'll see the scar. It's not as bright
