The eyes are beautiful but the the shape of the head is a little strange. You could make a study of komodo lizards, [link] , since their faces are similar to what you are aiming for, i believe. I really like the detailed scales and shine running up his neck. I think the chin could be more round, perhaps by removing the bone-like white scales right after the jaw. Try to not give him such an overbite, (unless that was what you aimed for) by not making such a deep shadow under his overlip.

I really like the texture of the scales, really looks like bone! And the soft expression on his face really makes him seem friendly and rather peaceful. Perhaps maybe a little sad. I really like it! Good luck on future dragons, hope to see you attempt a whole body in this style.
