what you are talking about is called aΒ epaulette, and you are correct, they are common among military uniforms in "earlier" times. they are common but not only for military. Now I blame myself for having to beΒ botheredΒ with this but when I speak of military I speak of modern military. That is the impression I got from his title "Magic Division". A title could mean many things to many people.
